The Energy Sandbox is designed to foster innovation while ensuring robust oversight and support. Here’s a step-by-step guide to the process from submitting your application to successfully completing your sandbox project.
Gather your information
Before you begin the application process, ensure you have all the necessary information prepared. You’ll need details about your project, the areas of energy sector involvement, a list of requested exemptions with legal descriptions and justifications, and information on your exit strategy and risk assessment. Additionally, you should outline the needed consultations, expertise, and resources, as well as propose a schedule and methods for progress tracking.
Application submission
Once you’ve gathered your information, fill out the application form available on the sandbox portal.Submit your completed application electronically through our secure online portal. If you prefer, you can also submit a hard copy directly to the Sandbox Secretariat. Ensure that all required fields and attachments are included to avoid delays in processing.
Initial screening
The Sandbox Secretariat reviews your application to ensure it is complete and meets the basic eligibility criteria. If any information is missing or unclear, you may be asked to provide additional details.
Validation and consultation
The Secretariat verifies your organization’s legal standing and the accuracy of the information provided.
Relevant authorities, including local bodies, may be consulted to assess the potential impact of your project. This step helps to ensure that all aspects of your project are well-understood and appropriately considered.
Comprehensive review by the Sandbox Commission
Your application is forwarded to the Sandbox Commission for a detailed review. The Commission evaluates the project’s innovation potential, its impact on the energy sector, and the feasibility of the requested derogations.
If necessary, the Sandbox Commission may request more information or invite you to discuss your project during a session.
Decision making
The Sandbox Commission votes on your application. The outcome could be a recommendation for preliminary acceptance, request for modifications, or rejection.
You will be informed of the Commission’s recommendation within 5 working days. If rejected, you will receive feedback on why your application was not approved.
Preparation of government decision
If your project is preliminarily accepted, the central government body responsible for energy policy will draft a government decision. This document will outline the terms, conditions, and specific regulatory derogations for your project.
The draft decision is reviewed by the Sandbox Commission. Upon approval, the government officially authorizes your sandbox project.
Project implementation and monitoring
Once authorized, you can begin implementing your project under the conditions specified in the government decision.
Throughout the project, you’ll be required to submit regular reports to the Sandbox Commission. The Secretariat monitors your progress, ensuring compliance with the sandbox’s guidelines and addressing any issues that arise.
Project finalization
At the end of your project, you must submit a final report detailing the outcomes, data collected, and any recommendations for regulatory improvements.
The Sandbox Commission reviews your final report and issues recommendations based on the project’s results. These recommendations may influence future regulatory changes in the energy sector.
Exit and transition
Implement your exit strategy to transition from the sandbox to standard regulatory frameworks. This includes both planned exits at the project’s end and unplanned exits due to unforeseen circumstances.
The project is officially closed, and the lessons learned contribute to the continuous improvement of the energy sector’s regulatory environment.
